New York City building owners now have a confirmed deadline for Local Law 157 compliance. The NYC Department of Buildings has officially announced that required natural gas alarms must be installed on or before January 1, 2027. The date will not be extended to 2029, making it essential for property owners and managers to begin planning installations across their residential portfolios.

Is the Local Law 157 deadline officially confirmed?
Yes. On June 15, 2026, the New York City Department of Buildings issued a service notice confirming that the deadline to install natural gas alarms is January 1, 2027.
Local Law 102 of 2025 had established this compliance date but allowed for a possible extension to January 1, 2029 if the DOB could not identify at least four distinct manufacturers of compliant battery-powered natural gas alarms. The Department has now identified the required number of manufacturers. As a result, the installation date will not be extended beyond January 1, 2027.
Building owners should therefore treat January 1, 2027 as the final deadline rather than waiting for another postponement.
What does Local Law 157 require?
Local Law 157 was introduced to strengthen residential gas safety in New York City. It requires approved and operational natural gas detecting devices in covered residential buildings that have gas piping or gas service.
The requirement applies to covered private dwellings, Class A multiple dwellings and Class B multiple dwellings. Buildings without gas piping or gas service are exempt from the natural gas detector requirement.
For most covered properties, one or more natural gas alarms must be installed in each dwelling according to the New York City Building Code and relevant Department rules. Class B multiple dwellings may alternatively use a line-operated zoned natural gas detecting system with central annunciation and coverage of public corridors and public spaces.
Natural gas alarms do not replace smoke detectors or carbon monoxide detectors. Each detecting device responds to a different hazard. A standard carbon monoxide alarm detects CO caused by incomplete combustion, while a natural gas detector is designed to detect a fuel gas leak, primarily methane in buildings connected to a natural gas supply.
What type of natural gas alarm is required?
The selected natural gas alarm must meet the applicable listing, labeling and installation standards. Under DOB rule 1 RCNY §908-02, single-station and multiple-station alarms must be listed and labeled to UL 1484 or UL 2075, as applicable. The rule also adopts installation and location provisions from NFPA 715-2023.
Building owners should verify the product label and technical documentation rather than relying only on general marketing descriptions. A compliant device must be intended for natural gas detection and installed according to both city requirements and the manufacturer’s instructions.
A combination alarm may be used when it incorporates the required detecting capabilities and complies with every applicable standard. However, a smoke and carbon monoxide alarm without a natural gas sensor does not meet the natural gas detection requirement.
Where should natural gas detectors be installed?
When a fuel-gas-burning appliance is located inside a dwelling, the natural gas alarm must generally be installed in the same room as the appliance. It must be positioned at least three feet but no more than ten feet from the appliance, measured horizontally.
The alarm may be mounted on the ceiling or on a wall. When installed on a wall, it must generally be located no more than 12 inches below the ceiling. Different placement may be necessary where the available space, NFPA 715 requirements or the manufacturer’s instructions require another location.
Battery-powered and plug-in natural gas alarms may be installed by someone other than a New York City licensed electrical contractor. Hardwired installations generally require a licensed electrical contractor and any applicable permits.
Who is responsible for Local Law 157 compliance?
The building owner is responsible for providing and installing approved, operational natural gas detecting devices in covered properties. Owners must also replace alarms when they reach the end of their useful life and maintain records relating to installation dates, device locations and manufacturer replacement dates.
Owners must provide occupants with information about natural gas leak risks, alarm maintenance and the actions to take when a gas alarm sounds. Required notices must also be posted in applicable residential buildings.
Residents have ongoing responsibilities as well. These include maintaining installed alarms, avoiding tampering and reporting devices that are missing, damaged or no longer operational. The exact allocation of maintenance and replacement duties can depend on the building classification and the circumstances in which the detector became inoperable.
What happens if a building misses the January 1, 2027 deadline?
A covered property without the required natural gas alarms after the deadline may be considered non-compliant with the Housing Maintenance Code, Building Code and applicable HPD or DOB rules.
Non-compliance may lead to agency inspections, violations, correction requirements and potential civil penalties. The enforcement outcome can depend on the type and classification of the violation, whether it is corrected on time and whether the owner accurately certifies the correction. HPD states that unresolved violations and false certifications can result in Housing Court penalties.
Waiting until the final weeks of 2026 may also create operational difficulties. Large property portfolios must identify covered buildings, review appliance locations, arrange access to occupied units, purchase sufficient alarms, organize installation teams and document every device.
How building owners can prepare for January 1, 2027
Property teams should begin by identifying every building with natural gas piping or service. Each dwelling and gas-burning appliance location should then be reviewed to determine how many gas detectors are needed and where they must be installed.
The selected devices should meet the required standard, include clear end-of-life information and support reliable installation records. Owners should also prepare resident notices, staff instructions and a long-term replacement process.
